I. Festus the governor went to Jerusalem. Vs. 1

II. The high priest wanted Festus to bring Paul to Jerusalem. Vs. 2-3

    A. They wanted to kill Paul on the way to Jerusalem. Vs. 3

III. Paul would stay in Caesarea and be judged there. Vs. 4-5

IV. Paul before Festus. Vs. 6-12

    A. The Jews from Jerusalem could not prove their complaints against Paul. Vs. 7-8

    B. Festus, in order to please the Jews, asked Paul if he would stand trial in Jerusalem. Vs. 9

    C. Paul appeals to Caesar. Vs. 10-12

V. Festus tells king Agrippa about Paul. Vs. 13-21
